Mercy Corps aims to assist populations affected by the crisis in northeast Nigeria.

With funding from humanitarian donors including BHA, FCDO, and ECHO, the humanitarian program focuses on food assistance, distribution of non-food items, protection, livelihoods support, WASH (Water, Sanitation, and Hygiene), and capacity building for humanitarian response actors.

In addition to humanitarian programs, Mercy Corps also implements early recovery, economic recovery, and resilience interventions targeting marginalized communities, including youth. All Mercy Corps activities in Nigeria are carried out with attention to conflicts and gender issues.

Role Overview

The Country Monitoring, Evaluation, and Learning (MEL) Manager plays an important role in the Program Performance and Quality (PAQ) Unit. This person will oversee and organize all MEL processes and ensure the quality of programs for Mercy Corps Nigeria’s humanitarian efforts. You will work across all Mercy Corps programs to support data collection, management, and analysis.

General Position Summary

The MEL Manager will provide leadership, training, and mentoring in developing M&E Plans, M&E tools, survey design, methodology, and data analysis. The position requires a proactive approach to ensure the quality and timeliness of MEL reports generated by each program, along with ensuring that all data can be validated through staff capacity building and necessary training.

Key Responsibilities

Technical Leadership

  • Provide Leadership: Mentor and train team members on developing effective M&E plans, tools, and methodologies for assessing program impacts.
  • Collaborate with Evaluators: Work with external evaluators on the design and rollout of program assessments, baseline studies, and evaluations while setting up effective systems for learning.
  • Ensure Quality Reporting: Generate high-quality MEL reports, ensuring that they are timely and that data can be validated.
  • Institutionalize Learning: Support programs to interpret and use learning for strategic and programmatic decision-making, contributing to the development and adaptation of program strategies.

Information Management

  • Adopt Holistic M&E Systems: Work with teams to implement a comprehensive M&E system, including Tola Data, that uses open-source software and flexible cloud solutions for accurate data collection and monitoring.
  • Guide Program Design: Ensure adherence to Mercy Corps’ best practices in M&E, including the use of standardized indicators, form templates, and documentation methodologies.

Capacity Building and Mentoring

  • Build Team Capacity: Enhance the M&E skills of team members, encouraging regular analysis and reflection on monitoring data.
  • Create a Respectful Work Environment: Foster a culture of mutual respect and excellence within your team.

Internal and External Coordination

  • Collaborate Actively: Work with sector clusters, particularly on joint assessments in Borno State, and with regional and global counterparts to promote M&E best practices.
  • Strengthen Linkages: Maintain close working relationships with M&E counterparts in other international and local NGOs.

Safeguarding Responsibilities

  • Promote Safeguarding: Learn about safeguarding and integrate it into your work, including risks and mitigations related to your area of responsibility.

Organizational Learning

  • Commit to Learning: Dedicate 5% of your time to learning activities that benefit both Mercy Corps and your personal development.

Accountability to Beneficiaries

Mercy Corps team members are expected to support all efforts toward accountability to beneficiaries and adhere to international standards guiding relief and development work. Engage beneficiary communities as equal partners in the design, monitoring, and evaluation of projects.

    • Reports Directly To: PAQ Director.
    • Works Directly With: PAQ Manager, Strategic Learning Manager, Program Directors, Program Managers, Reporting & Communications Officers, and other teams.

Knowledge and Experience Required

To qualify for this role, you should have:

  • A BA/S degree in development studies, research methods, statistics, economics, social sciences, monitoring and evaluation, project management, or a related field (postgraduate degree preferred).
  • At least 5 years of active M&E work experience in emergency and development programming with proven use of program technology.
  • Strong management experience and a clear understanding of the NGO sector, including program implementation and scheduling.
  • Experience with theoretical and practical backgrounds in M&E and skills in participatory qualitative and quantitative methodologies.
  • Excellent quantitative skills and proficiency with Excel; experience with statistical packages (like Stata, R, or SPSS) and GIS tools (such as QGIS, ArcGIS, or Google Earth Pro) preferred.
  • Strong data management skills, including structuring and collating datasets for analysis.
  • Previous experience working on USAID programs is preferred.
  • Fluency in spoken and written English is required.
